Reading the Weather: When you reach the Ice Man, don't begin scaling his legs. Continue to the right and you'll find the owl. This is in the Tundra Meadow chapter.

"When navigating platforms and branches using fox to control them, you will drop down to a large platform and vertical corridor on your left. Before falling down the corridor, jump over the gap to the left (if you fall down the gap, quickly reload the last checkpoint). Jump up and left a few platforms to a branch with the owl. This owl is visible earlier on in the level, but cannot be reached by Nuna until this point (and for some reason, it wont allow fox to collect it)."
