A short operational plan toward a reviewed, reproducible release. Stages advance only as work is completed; dates are intentionally omitted where they cannot yet be guaranteed.

Activation readiness

If implementation, testing and operator readiness are not complete in time, activation should be deferred. A public go/no-go checkpoint precedes any consensus-affecting change.
