I don't see Tool licensing their music for a pinball machine. They're stingy. And they'd insist on overseeing every detail.
Look at guitar hero. They needed their own levels so a random musical avatar couldn't play their music and oversaw every piece of development.

It’s not Tool I can guarantee that they wouldn’t be able to build the demand, with all the chatter over at some of the Stern people. I don’t understand why Stern hasn’t grabbed that license and produced it.

I heard Barrels has the rights from someone who knows someone who works there (I know, I know). But I have no reason to not trust this person. I believe you though, maybe they were mistaken or BoF had the rights and has it no longer. I know American lost the rights. Hopefully, your Stern prediction from a few years back holds true.

No, the license holders are not the same. 
• The Muppets (characters like Kermit, Miss Piggy, etc., and related core properties from The Muppet Show and most associated films/specials) were sold by The Jim Henson Company to The Walt Disney Company in 2004. Disney manages them through its subsidiary The Muppets Studio. 
• Labyrinth (the 1986 Jim Henson film) remains under The Jim Henson Company (still owned by the Henson family). They handle its rights, with distribution deals (e.g., Shout! Studios for streaming/home media in recent years, and historical ties to Sony Pictures for some aspects). 
The 2004 Disney deal specifically covered the Muppets and Bear in the Big Blue House but excluded other Henson properties like Labyrinth, The Dark Crystal, and Fraggle Rock. 
Some distribution rights for individual Muppet films can vary (e.g., certain titles with Sony), but the core characters/IP are distinctly split between Disney and the Henson Company.

Lab and Muppets are too close to one another. I can’t see BOF doing for example a nightmare on elm street with Winchester or a blade runner with Dune.
BOF have acquired plenty of licenses years ago per my convo with David last year. Out of respect I can’t divulge what they are but it’s likely they have acquired new ones since then.
Regardless of the theme I hope the choice allows them to continue the innovation and excellence we have seen so far.

Stern trying to produce a Tool game now would be funny. They wouldn't have licensor approval for any aspect of the game in time for whatever arbitrary ship date Stern decides they need to meet.
The whole cabinet and video assets would have "Pending Licensor Approval" watermarks, and they'd probably have to remove all the IP audio before launch.
Stern is the only company that would be able to produce the theme in high enough volume to meet demand, but Tool is so protective of their brand that I don't see how it would ever work.

Not likely, but I'd love a Conan the Barbarian pin...IF....and only IF it has Arnold...which was a big miss with Predator imo.
I'd be in for a steampunk based theme game too (e.g. firefly, the nevers, carnival row, etc.) ... definite opportunity for really cool toys/mechs.
