Officials in Kawagoe, Saitama Prefecture have ordered the removal of an Islamic prayer hall that was constructed without authorization on land where new development is generally prohibited.
According to city officials, the mosque consists of four structures, including buildings topped with domes, on a 4,500-square-meter site in the Shimoakasaka district of Kawagoe. The area is surrounded by farmland and is designated as an urbanization control zone, where new construction is generally restricted in order to preserve agricultural land and limit urban sprawl.
The land is owned by a Pakistan-linked company, which the city says proceeded with construction despite repeated warnings.
Kawagoe officials first confirmed construction work on the site in October 2024 and instructed the owners to halt the project. However, construction continued, and after the buildings were completed, the city repeatedly issued administrative guidance stating that the development violated the City Planning Act.
On July 2, city officials conducted an on-site inspection of the completed complex. Speaking at a regular press conference on July 10, Kawagoe Mayor Hatsue Morita said the city intends to “deal strictly with the matter to achieve an early resolution.”
The city has formally requested that the landowner remove the structures, although officials acknowledged that no clear resolution has yet been reached.
The case has attracted attention in Japan because it involves both land-use regulations and the construction of a religious facility in an area where development is ordinarily prohibited. At present, the dispute centers on the alleged planning law violations rather than the religious use of the buildings themselves.
