I may have found an adhesive that works for LSE (low surface energy) plastics like polypropylene (PP) and polyethylene (PE), which are notoriously difficult to glue. Almost all OTC adhesives for plastics will not/ do not work on these types of plastics. The better ones will actually disclose this on the packaging. I've tried almost all of them (previously on the other seat back which had the same problem). The specific type(s) of plastic of the seat back were not molded in labels or standard symbols, but they seemed to have the characteristics of LSE plastics. These types of plastics are commonly used for automotive interiors parts industry wide. I used it on a (non GM) seat back (photo below), where the original adhesive for the attachment clips had failed. They were the long black strip at the top and the 2 black clips at the bottom.
After a lot of due diligence online, I came across MMA 500, specifically formulated for LSE plastics. It's is not cheap, ($30/ 50ml cartridge) but I was willing to give it a try.
Throw in another $15 for a dual cylinder cartridge gun, and that brought the total outlay to $45 (shipping/ taxes not incl.).

This was a far cheaper option (at least as a experiment/ trial) than forking out over a couple of hundred bucks for a factory replacement. The particular color of the interior plastic was not very common, so salvage parts wasn't really an option. And some yards (if they had it) would only sell the entire seat assembly, for a pretty penny. Since the clips are concealed when the back is installed, I wasn't concerned about 'squeeze out' of the adhesive. And, if properly and carefully applied, I imagine it would work equally well for exposed conditions. The adhesive has a short work time (~ 5 min.), so everything needs to be ready to go before starting. After the cure time (min. 48 hr.), the initial bonding is encouraging. However, it's too early to declare success. I'll try to remember to update this thread in 6 months or so with an update. And if I forget, please feel free to jog my memory.
EDIT: FYI, the TDS (Technical Data Sheet - on the website) for the adhesive also has a more thorough (& lengthy) list of other substrates that it will adhere to, along with comprehensive properties of it.
