That's correct. Once you've created the installer USB using the terminal command, it has no ability to boot yet. So you mount the EFI partition of the USB stick, using whichever tool you are happiest with, and copy the EFI folder into it.

Assuming you have edited the base EFI folder to suit your system, before you copy it to the EFI partition on the USB drive.

There is no point copying an unedited version of the default/base EFI folder, as it won't boot your or anyone else's Hackintosh system.

Z97 has no native support in Tahoe and requires much work on the EFI. Also requires OCLP post install
which is not fully ready for Tahoe. Sequoia is probably a better choice of OS on a Z97.

I am pretty sure CaseySJ has updated the Z390 Designare guide for Tahoe. Have you read it and seen what EFI he is recommending you use?

No way to run macOS with an Alder lake iGPU. Intel 10th gen Ice lake was the last iGPU that works.
