Hokkaido, especially Sapporo, is culturally similar to Tokyo than Tohoku (e.g., the accent is quite similar to the standard one while Tohoku accent is distinctly different).

Both universities are located on the outskirts of Osaka. Osaka Gakuin University is closer to central Osaka, but the area lacks a student-oriented vibe and there are not so many people. Kindai is much larger, and the surrounding area is filled with numerous restaurants, cafes, and shops catering to the student population.

I don’t think Kyoto is calm at all (because of over-tourism), but I think Ryukoku is fine if you really want to live in Kyoto. Osaka Gakuin and Otemon are “F-Rank” universities and quite infamous. So if you want to study something, I don’t recommend going there. If you don’t care about studies, then I guess it doesn’t matter. But, Kindai is also in Osaka and it is much better than them. Noone in Japan go to Otemon or Gakuin if they can get in Kindai. But it’s your choice, so choose wherever you think it fits your expectations.

Ryukoku is in a touristy area. Chuo and Musashi are good universities, and their main campuses are in the outskirts of Tokyo. These places are actually quite calm and rich in nature. The "rank" of those universities are quite different. Chuo is the best. Then Musashi, Toyo, and Kindai are kind of similar. Then, Ryukoku and Kanagawa. Avoide Otemon, Osaka Gakuin, and Reitaku, unless they have a super good program. None of the Japanese students study there.

I remember there was a scotish ALT at my junior high. He was at least above 50 and always wear a quilted skirt but no underwear. Whenever I meet schoolmates in my hometown, we always talk about some funny memories with him and have a good laugh. I don't know what other ALTs think of him, but students definitely loved him.

I kind of get what you mean. To me, the only place that is not depressing in that sense is Hokkaido Uni. It's basically like a huge park, the streets are not that wide, and almost no traffic noise. Maybe the area between Sapporo station and the uni is your place.

When I lived in Kansai, I noticed the queue cutting theing more than in the rest of Japan. Not that often, but it's a Kansai thing IMO.
