Description

Oracle develops and helps resource AI-powered surveillance technologies. Through its Oracle Public Safety Services Suite, the company provides tools such as body cameras, real-time monitoring systems, and cloud-based dispatch centers for law enforcement. These systems are designed to enable continuous, real-time monitoring, with features like body cameras that cannot be turned off by officers to ensure constant data collection. Larry Ellison, Oracle's co-founder, has openly advocated for a vision of mass AI surveillance. This vision includes leveraging Oracle Cloud Infrastructure (OCI) and advanced AI to track activities and behaviors in real time. Oracle's CEO and longtime executive, Safra A. Catz, is on the Board of Trustees of In-Q-Tel, a venture capital firm funded by the CIA, and which invests in social media monitoring and surveillance tools to support U.S. intelligence operations. Oracle's Endeca Information Discovery software was used by the Chicago Police Department during the 2012 NATO protests to monitor and analyze social media activity, including tweets from protesters, in real time. The software, backed by CIA funding, enabled police to merge social media data with crime records and 911 calls, allowing targeted surveillance of individuals and sentiment analysis of posts. Oracle later marketed this technology globally, including to Chinese authorities In 2024, Oracle agreed to a $115 million settlement to resolve a class-action lawsuit accusing the company of unlawfully collecting and selling personal data without user consent. The lawsuit alleged that Oracle tracked individuals' online and offline activities, compiled detailed profiles, and sold this data through its advertising platforms, such as the ID Graph and Data Marketplace.
