Much like how the Quran says in Q 17:88 how if man and Jinn were to assemble they would not be able to create something like the Quran, Leviticus Rabbah 19.2 says that if all the nations of the world were to assemble they could not remove one matter from the Torah:

It would seem here that the Quran is utilizing a rabbinical turn of phrase in order to defend its own integrity much like how the rabbis use this particular term along with the story of Solomon's attempt to remove the Yodh from the Torah. The execution is different

Since the idea present in Q 17:88 is that all of humanity and the Jinn could not create something like the Quran if they conspired together and the Midrash is pertaining to the impossibility of altering so much as a single letter from the Torah. Yet it certainly seems that
